The BSA site presented some interesting opportunities and challenges. The most obvious opportunity is the rich culture of the Boy Scouts: Scout lore, uniforms, decades of tradition, Norman Rockwell paintings. The challenge is that the Boy Scouts is a values-driven organization and many of the sites on the Net are in serious conflict with those values. We didn't want to risk the possibility of a child starting at the Boy Scout site, follow a succession of links and end up at another, entirely inappropriate, site.

Another issue with the BSA site is that the action centers around the local councils, not around the national office. The national office is the keeper of BSA history, programs, magazines and official BSA supplies, but all the scouting activity happens locally. So we strove to create a site that is authoritative on those things relevant to the national office without overshadowing the local councils in any way.
